Is is there a process that allows players to re-apply
Does this site allow retired raiders in a guild to re-apply to the guild when they return to the game? It has been suggested that a person create a new guildlaunch account with a slightly modifed character name in order to re-apply to the same guild. This seems like the incorrect path which creates more problems. One for instance my email address is still linked to my old account so now I neeed to create a new email address. One would think there is a boolean in a database table somewhere that just needs to be flipped.

There's not a single button press fix to this situation. This is specific to the way that your guilds roster is set up and the way they set you to the Retired rank.
If your guild admins want to have Retired rank players reapply to come out of retirement while maintaining their same account with the same email address, I see two options.
They would need to remove your account from the member roster and the character from the character roster. At that point, your account would no longer be a member of the site and that would allow you to go into the regular application process, it would be effectively the same as if you had never been a member of the site. This is definitely not ideal; you'd lose access to the site until they reviewed and accepted your application.
The second option, which I think is the ideal, your admins should create a forum thread where retired players can submit to come out of retirement. Then if an admin accepts your submission, all they have to do is change your rank on the site. No new account needed.

The second option was my first thought when I discovered it may be a problem. I will ask them if they explored these two options first.
Creating a new account with some new random email does not sound like a solid solution to me. I do favor your second option but would easily settle for the first.
Just to be clear I do not think they care about my email address. I on the other hand rather not make a new account and email account for something that seems like it could be handled more efficiently.
