Can you give me a bit more detail about your question? I think I know what you are saying.. so in hopes of clarifying:
There is a sync option in DKPmon. You can "broadcast" the database, but it doesn't happen automatically. Typically, in the same raid you don't need the values synced because one person acts as the "leader". That person's DKPmon will send the current DKP info to each persons "bidder" where they can view the current DKP. This is so that everyone doesn't need to run DKPmon.
With our system you would then import the raid, and if a different person needed to be the "leader" they could then download the current DKP from the site and import it again.
We definitely recommend using the site as the "system of record" for your DKP before each raid and downloading the current DKP from the site before the raid. This will keep things in sync.

Ah, ok. Only the raid leader gets the distribution window when loot is available. that is the role of the person set as "running this raid". May I ask what you are encountering that makes that undesirable?
On instance I know of is if you have a master looter seperate from the person running DKPmon. If you have a master looter seperate from the person running DKPmon then many people have the master looter do the distributions based on the "announce" function when it goes to the raid chat.

I think we just like all the officer to see the same information is all. We dont care about controlling it outside of the main loot distributor. We also had an issue with some loot just not showing up in the export. I am trying to get a more detailed report of this so I can give you more details.
A couple of issues that we've encountered and are trying to work around-
What we've noticed is on a speed clear in Nax (Spider Wing) we skip the loot til after the fact- during this type of run, the boss kills and items go missing.
We're new to using DKPMon in game- and the other issue we are encountering (and this could be a newb question, I'm still watching all the videos) but to assign a secondary value to an item- For example, when using just Raid Tracker you can set it up to prompt you for the value.
We have both main specs and off specs and (using epgp as well as a flat rate) we're trying to figure out how an item that's previously been assigned a GP value of 60 can be assigned for a value of 10- and since we don't know it's off spec until after the bids, how we should approach this.
Suggestions?

To answer your question though. Essentially what you are saying is that you are using DKPmon, but you don't want to use it the way it's intended. Which isn't all bad, it just might require some trial and error to make it work smoothly.
If you are using the integration then you *have* to use the DKPmon functions to get items tracked. And the DKPmon functions for item awards or the Raid Tracker "/rt addevent" option to add the events for boss kills. That is the *only* way it works in Integration mode, that is the whole point of integration mode: log the DKPmon events. There are ways to get around it though, but I've never directly tested them so you'll need to play with it.
To get around this, you have two options:
First Option
1. When you do the items at the end of the night use the "/dkp biditem" options to simulate rebidding the items out.
2. For each boss do an "/rt addevent" and manually enter which boss you're doing.
3. After each item double check in "/rt" that it gets assigned to the correct boss
Second Option (probably faster)
1. For your speed clears turn off the integration (turn off loggin in /rt options, and unset DKPmon's log to Raid Tracker setting).
2. Now Raid Tracker will automatically track the bosses and items. You'll only need to update boss values and the defaults from the manage event types page will often be used so you won't even have to do that.
That should make things a bit smoother.
As far as item values changing, we have an experimental DKPmon patch that allows you to modify the Bids after bidding has been closed. This allows you take offspec or any custom bidding options. DKPmon also has a "greed" discount system that you can set a percentage for.
